Previously in Ultimate Nick Fury:

Colonel Nick Fury, SHIELD agent and Cold War relic, was watching both his career and his personal life spiral down the toilet when he was suddenly promoted to General and chosen to command The Ultimates, a government-sponsored team of superheroes assigned to protect President Bush from evil mutants.

Shortly thereafter, Vice President Cheney enlisted Fury in Special Operation Blaxploitation, a secret plan to transform key members of the Bush Administration into African-Americans.

The goal of S.O.B. was to mask the administration’s image as a bunch of rich white Republican oil barons. Cheney believed that a Black Nick Fury would be more “hip,” “fresh,” and appealing to young Americans, but his plan backfired.

After taking the Undercover Brother Serum, Fury experienced a transformation that was more than skin deep, and with his newfound perspective he suddenly realized that President Bush, the leader of the free world, was in fact the supervillain President Evil 2, and that the Republic of the United States of America was being transformed into a global Empire.

Fury and The Ultimates immediately formed the subversive organization SHAFT, which secretly stood for Shit Happens All the Fucking Time. Believing that Fury was still acting according to plan, the Bush Administration unveiled SHAFT to the public as the Super Human African-American Federal Task Force.

King T'Challa, ruler of the African nation of Wakanda, opened a massive Wakandan Embassy in New York for use as SHAFT Headquarters. Furthermore, he declared all SHAFT Agents to be Wakandan Ambassadors so that they would enjoy diplomatic immunity on American soil.

For weeks Fury continued to recruit superheroes and to develop SHAFT into a force to be reckoned with, diverting all the resources from SHIELD and the U.S. military that he could get away with.

Once everything was in place, SHAFT kicked off the revolution by revealing itself to the world as Super Heroes for Anarchy and Free Thought. Battle lines have drawn between America's government and its superheroes.
